   Enclosed is a copy of the lettel(which Senator
3avits and I today sent to the President regarding imple-
mentation of the NIH Recombinant DXY'A Research Guidelines in
.ather Federal agencies and `in the private sector.

   /r`want to offer my congratulations on the thorough
and statesmanlike job NTH has done thus far with respect to
the formulation of these Guidelines.  In particular, I am
pleased at your involvement of knowledgeable people from
outside the medical research and scientific communities.P AS
the debate over the Guidelines continues in both the scien-
tific community and in the public at large, the Guidelines
will doubtless have to be updated and refined.   It will be
imperative that NIH remain sensitive to the need for such
refinements and responsive to the public's concerns.

    In the meantime, we should turn our attention to .
implkmentation of the current Guidelines in all sectors of
the research community.J'The Health Subcommittee is prepared
to take whatever actions are necessary to this end.
