THE SURGEON GENERAL'S REPORT ON AIDS In February 1986 President Reagan, during a visit to HHS, charged the Surgeon General with the responsibility to develop a report on AIDS. This report was to be directed to the American people and to provide them with the facts on AIDS and its transmissibility. In-March the Health Resources and Services Administration (HRSA) detailed Dr. Michael Samuels to the Office of the Surgeon General to assist Dr. Koop in developing the report. ERSA also detailed a full-time secretary, Mrs. Doris Martin, to the project and committed to any assistance required. OASH arranged to tap agencies for a modest travel budget. The project approach has been to seek consultation with as many concerned groups as possible. To date the Surgeon General has personally met with: National Hemophilia Foundation U.S. Conference of Local Health Officials National Association of County Health Officials American Medical Association AIDS Action Council American Red Cross American Dental Association Health Insurance Institute American Council of Life Insurance U.S. Catholic Conference National Council of Churches Washington Business Group on Health Association of State and Territorial Health Officials Meetings have been scheduled with: American Nurses Association National Coalition of Black Lesbians and Gays National Minority AIDS Council National Association of Secondary School Principals National Association of Elementary School Principals National Association of State Boards of Education American Federation of Teachers National Educational Association American Osteopathic Association This series of meetings with a broad spectrum of organizations will provide invaluable insights into all issues and concerns regarding AIDS. The relationships established by these meetings will also provide a support mechanism for wide scale dissemination and acceptance of the report.
