                Legislative status re manpower, planning and nursing legislation was
                reviewed. Apparently the House-Senate Conference  Comittes  staff
                have agreed to disagree on the manpower bill and this legislation
                is in doubt.  The conference committee is meeting today re the
                planning legislation.  The Senate and House bills re ttm nursing
                legislation are the same and enactment is still a p"iibilityo
                A continuing resolution re DHEW appropriation has already been
                designed in the event the President does not sign the appropriation
                bill.
                Ruth Richards from wu reported on the status of SHRP w4 legislation.
                Dr. Green indicated that Dr. Endicott will probably split off the three
                HRP Divisions from BMW.  URA has the problem of obtaining sufficient
                staff to 40 wbat has to be done in the aqencyo At the  woo  time,
                mention was mft that there are about 20 surplus GS-14 w4 15a in the three
                divisims (CUP,   , DPU).  Doubt was expressed that the =w SHRP would
                get an mW positions as it needs to        out its functions or as
                desired by Mr. @l.
                Travel funds will be relocated between the Regions @ H       rtore
                staff, with indications that these are to be reduced, ftntion was made
                that perhaps RW grant$ personnel could be asked to help with BMW
                grant applications.  SM grant$ personnel are in short supply.
                HRA is to be @ject to an EEO Audit of the Affirmative Action Plans of
                the constituent programs.
                Dr. Green is leaving as of january 1.  He will be Assistant to
                Dr. Edwards# or his successor.  Dr. Green and total staff of 11 positions
