The concept of regionalization of personal health services has been advocated for many years to provide a framework for organizing the complex functions inherent in modern medical care. It was first enunciated in "The Dawson Report" (1920) in England and later in the writings of American proponents such as Grant (Seipp 1963) and Mountain (Mountain et al. 1945) who proposed the same basic concept as a guide to planning of health services.
