the cholera Research Project was destined to become a multilateral rather than a
bilateral project, to advocate w3.th a clear conscience, a straight unilateral pro-   "
ject, as the Pakistan ,!IEXTO Cholera Research Gboratiry ~oul.d beuome under the
modifications to my draft proposal of May lOtIn made by the sTATE/ICA/MR group.

    I have c~mrxltments in Detroit for the APRA mq&.ng, &om November I.2 to
S-7; my present ap~dnirment terxinates November 15th..

    The sitwxtion here& been such that I hw8:not become involved at any
point with the cholera problem; my travel orders providing for visits to other
countries ih the area, xLLl expire this xeek xith no use of tkfk%rtside of Pakistan.

difficult but rather to zive you a free hahd to ~03~ your problems Eno~zSng that
