Your plan to appoint Dr. Soper and ti. Wheeler as members of the Com- mission is entirely consistent with the wishes of the Inter- national Health Division. It is qy understanding that Dr. Soper and Dr. Wheeler will retain their civilian status and will con- tinue to receive their salary and certain expenses from the Inter- national Health Division. I hope that they will prove of distinct value to you,snd the Commission. It is my understanding that it is your intent to detach Dr. Soper and Dr. Wheeler from the Commission as soon as it is apparent that they will be able to work in Iran and that the plan for their studies there is desirable. If the Iranian project does not work out, I trust that it may be possible for you to oontinue their membership on the Commission until they reach the United States and have completed their servie to the Com- mission.
