KW:  this is a followon to S85 BBABSU;  I was so worried that LBJ
would invoke nuclear weapons, I hoped for damage limitation if he
did!  Is it feasible to establish thresholds other than zero-use?
Likely not; and the long term proliferative consequences of any use
are likely to be very much against US interests;
  I had to think of the grunt in the foxhole, reaction to his being
sacrificed on the altar of non-use.  It probably comes to that!
