I think you would agree that Vince de Vita is a splendid choice as Director, NCI. For him to properly manage the difficult
tasks of ordering the NCI in the face of declining real dollars requires some sympathetic attention (not special favors) both
from the present and the incoming administration. I am hopeful, in fact, for real improvement in this respect, and, accordingly
for a material role for the PCP!
Vince is stymied now in setting up his division directorships both by the apathy on personnel matters of the present administration
at the deptl. level, and by uncertainty as to his own place during the transition. I am working on both of these. Any help
you can offer would be, may I say, an effort well spent.
