"Are you serious? -- Or will you first spell out the
hegemonous world political structure that would either enable or be
an immediate consequence of such a step?

As a slogan for the horror with which we must view any prospect'
of nuclear war, the expression is understandable;
 as a policy proposal it amounts to copping out of the very
hard work needed for any practical resolution of our dilemmas;
