An Italian chemist Zichichi has been trying to organize scientists to work against CW.
Ponnampenina [?] is a Sri Lankan also a professor at U. of Md., College Park Md. Best source of perspective would be retired Ambassador James Leonard (also former director UN Association). He was US negotiator of the 1972 BW convention.
My advice: be very cautious about any agency connection to this effort. But OK to consult Kaplan, Leonard.
