An oversight board for BDRP. [stamped, FEB -- 8 1994]
Dear John --
I will shortly attend a committee meeting at NIH about transferring the BDRP to NIH. A very bad idea.
But it is time to consider an interagency oversight board, perhaps with a few legislative and civilian members, to provide reassurance -- to US public and to other countries --
(1) What little info. is now classified is NOT a coverup for treaty evasion
(2) That there is effective liaison between Army, CDC, NIH, FDA to avoid duplication and achieve most effective synergy.
Army has resisted this in the past but I believe time has come.
May we discuss?
