Dear Elisa
I was very glad to learn that you were named to the NSC, and that the CBW portfolio will be well represented.
One issue that has to be settled at the NSC level is responsibility for civil defense -- or I should say damage limitation -- in the event of a C/BW attack on CONUS. Brent Scowcroft did initiate some useful steps during the Gulf War but they have withered.
D A Henderson (at OSTP) or Rick Yanuzzi at CIA can fill you in, what was done, and probably have some good ideas about further needs. I keep pushing the stone uphill at the Pentagon -- amidst uncertainty about jurisdiction.
