Key of course is verification.
It is an acknowledgement of legitimate reasons for Israeli nuclear deterrent.
Can you ask Mr. Lake to take some initiative (as Brent Scowcroft did) to reinforce inter-agency damage-limiting competence in event of terrorist use of CBW? FBI can't do that alone. There was a reasonable start at a network (DoD, PHS, FBI..) during Desert Storm. If it's been revived, that would be only very recently.
