[Remarks by John E. Fogarty in the U.S. House of Representatives on the problem of narcotic drug habits]
Though a liberal by most measures, Fogarty, like most legislators at this time, believed that stricter narcotics laws were
the best solution to drug abuse. He noted that he had submitted a bill that called for mandatory minimum fines and sentences
for narcotics conviction, and a "three strikes" provision.
