Draft for speech given at the Institute in Psychology and Education of the Educable Mentally Retarded Child at Boston College
in Boston, MA. Fogarty gave a good capsule history of how care for the mentally retarded had evolved, and told how his own
awareness of their needs was kindled by several encounters in the 1950s. He noted that services for such citizens were still
inadequate, but that there was growing support, especially from President Kennedy; and that educators were essential in preparing
"special needs" children for a changing world.
