[Remarks by John E. Fogarty at 1963 Annual Harvard Summer School Conference on Educational Administration]
Fogarty discussed the roles of educators and the public in determining education policy, looking at postwar economic trends
as well as civil rights questions. He also noted that educators haven't really become involved in some of President Kennedy's
initiatives such as improved vocational training and literacy programs.
