In this speech to the House, Fogarty reviewed the very slow progress of national legislation to provide services for older
citizens during the past fifteen years, and asked for his colleagues' support for the Older Americans Act. (The act was
passed in 1965, seven years after Fogarty introduced a bill for a White House Conference on Aging.)
