Rusk, a pioneer in rehabilitation medicine and medical journalist, also headed the Committee on Health for Peace, a private
group organized to rally support for the international research bills. In this letter he suggests a number of witnesses that
might be useful in the House hearings on Fogarty's bill.

When you have the hearings on the International Health and Medical Research Act of 1959 I would like to suggest that you give
consideration to inviting Mr. Francis Boyer, President, Smith, Kline and French Laboratories, Philadelphia 1, Pennsylvania.
Mr. Boyer, as I am sure you know, is greatly interested in international health research and has done a great deal of traveling
outside the United Statres, including a trip to Russia.
Do you have a target date as yet when you plan on having the hearings? Perhaps you might want to give consideration to inviting
General Omar Bradley as Chairman of the Committee on Health for Peace, Dr. Detlev W. Brunk as Chairman of its Scientific Advisory
Committee, and myself as Executive Vice Chairman to testify. It may be that you will also want to have some of the same witnesses
who appeared before the Senate Committee, but I assume you will want to have some additional people or maybe even an entirely
new group. Mike Gorman worked with Senator Hill in arranging the witnesses for the Senate hearing and I know he will be happy
to assist you in the same manner with the hearings in the House.
Other persons who come to mind as excellent prospective witnesses are Dr. Thomas Parran and Dr. Leonard A. Scheele as former
Surgeon Generals of the Public Health Service. Dr. Herman Hilleboe would also make a fine witness. If there is anything I
can do to be helpful in this, please let me know.
