Telegram from John E. Fogarty to Abraham A. Ribicoff
Abraham Ribicoff was the Secretary of Health, Education and Welfare. When the House and Senate appropriations committees vastly
increased the Kennedy administration's first HEW budget figures, Ribicoff responded by impounding $60 million of the NIH
appropriation to control HEW spending. Fogarty wrote to protest this action.
