Despite strenuous efforts, Varmus was unable to dissuade Senator Harkin from sponsoring a bill to establish a National Center
for Complementary and Alternative Medicine at NIH to replace the Office of Alternative Medicine. In May of 1999, therefore,
NIH and other agencies met in a coordinating group to work out how the new center would actually operate.
