Fifth Annual Awards Luncheon
(And 38th Annual Midwest Clinical Conference)

This is a lecture typical of many that had to be given by me to a professional audience keeping them up to date on what the
government was doing but also calling attention to serious nonprofessional problems such as fiscal inflation, which is stressed
in this lecture.
It is also interesting to note that I brag about the extensive National Institute of Health (NIH) budget of not quite $4 billion
- less than 25 percent of today's National Institute of Health budget. There is also mention of the demise of the Professional
Standard Review Organization (PSRO), which had plagued folks in clinical medicine for the last few years and it put the Surgeon
General on the side of the audience in reference to this onerous problem that the Block Grants would hopefully alleviate.
