In this statement at a public hearing of the New York State Joint Legislative Committee on Health Insurance Plans in Buffalo,
New York, Gorman argued that many troubled people could not seek psychiatric care because it was prohibitively expensive,
and many health insurance policies did not include mental health benefits.
