Models of Delivery of Mental Health Services to the Community in the 1970's
Six years after the Community Mental Health Centers Act, and four years after Medicare was created, Gorman made a disappointed
assessment of the outcome: The people who have the worst mental health--the poor--are the ones who still cannot get appropriate

mental health coverage.
