My dear Dr. Sawyer:
An Executive Order has been written and is now in the customary process of forwarding for the signature of the Commander in Chief. The order establishes the United States of America Typhus Commission, appoints the Director, and defines his duties, amongst which are the appointment of members of the Commission.
It appears wiser that Doctor Soper and Doctor Wheeler be appointed as members which will clearly define their status, provide immediate transportation, and afford the Commission the value of their observations for inclusion in the report.
From the information available it appears that Iran may be the most advantageous locality in which to work. There they would be getting invaluable experience which would enhance the work you plan to do. I would recommend that they be detached from duty with the Commission at the earliest date compatible with the mission of the United States of America Typhus Commission.
Please advise if this is agreeable in order that all travel arrangements may be made at the earliest possible date.
