Dear Admiral Stephenson:
It is a satisfaction to receive your letter of December 9 and to hear of the progress in the organization of the United States of America Typhus Commission. Your plan to appoint Dr. Soper and Dr. Wheeler as members of the Commission is entirely consistent with the wishes of the International Health Division. It is my understanding that Dr. Soper and Dr. Wheeler will retain their civilian status and will continue to receive their salary and certain expenses from the International Health Division. I hope that they will prove of distinct value to you, and the Commission.
It is my understanding that it is your intent to detach Dr. Soper and Dr. Wheeler from the Commission as soon as it is apparent that they will be able to work in Iran and that the plan for their studies there is desirable. If the Iranian project does not work out, I trust that it may be possible for you to continue their membership on the Commission until they reach the United States and have completed their service to the Commission.
