Ewalt told Fogarty that he would send a copy of Ribicoff's speech in May 1961, which took Ewalt to task for saying that the mentally ill were not yet part of President Kennedy's "New Frontier" vision. Ribicoff, the new HEW Secretary, repeatedly clashed with Fogarty and his supporters over appropriations for medical research that year.
