Acting Surgeon General Glennan wrote to advise Kolb that the Life Saving Service and the Revenue Cutter Service were being merged to form the U.S. Coast Guard, which would make the LSS personnel eligiable for medical relief and disability retirement benefits. Kolb was ordered to do the physical exams of these new PHS members, including color vision tests, at 20 locations.
