Description:

Congressman Hale Boggs was an advocate for harsh penalties for drug dealers and addicts, and had sponsored a 1951 law (known as the Boggs Act) requiring mandatory minimum sentencing. In 1955-56 Senate and House committees considered passing a more severe narcotic law. Kolb wrote to Boggs to express his opposition to the proposed increased penalties.
