Description:

The Surgeon General met with members of the Hebrew Immigrant Aid Society to discuss complaints that an unusually high number of prospective immigrants examined by PHS staff at the Warsaw consulate had been rejected as mentally defective. Although the tone of this report is somewhat defensive, Kolb investigated these cases in Warsaw when he began his European tour of duty in 1928, and found that the complaints were justified.
