- This portion of the Congressional Record shows that Senator Tom Harkin proposed an Amendment to S. 830 (FDA Modernization & Accountability Act of 1997) that would establish a Center for Alternative & Complementary Medicine at NIH, to supersede the Office of Alternative Medicine. He argued that there was great interest in AM, and the OAM wasn't doing nearly enough to explore and evaluate, mainly because it didn't have its own grant authority. Senator Bill Frist (a physician) argued that few legislators really understand the difference between and office and a center at NIH, and that it was inappropriate to tack this amendment on to a FDA bill; rather, they should examine it properly, via committee and hearings, and then consider making it part of the NIH reauthorization bill or similar legislation.
