Varmus wrote to Senator Durbin to recommend that the Senate Labor/HHS Appropriations Committee direct NIH to require that reports of all NIH-funded research be made available on PubMed Central within 6 months of publication (replacing the 2005 policy which requested rather than mandated that articles be submitted within one year, which wasn't working out very well.) The stronger public access policy was instituted in 2008.
