- Six years after the Community Mental Health Centers Act, and four years after Medicare was created, Gorman made a disappointed assessment of the outcome: The people who have the worst mental health--the poor--are the ones who still cannot get appropriate care, he said. He told the American Psychiatric Association's 125th Anniversary Meeting, "It's pointless to talk of delivery models for mental health care until you know how to PAY for it." He advocated establishing some kind of universal mental health coverage.
