Fogarty gave this keynote address at the American Industrial Hygiene Association Meeting Honoring the 50th Anniversary of the Division of Occupational Health in Washington, DC. He discussed the disappointing state of occupational health provisions and research, and the ways in which federal programs might help improve things. [President Johnson submitted the first OSHA bill in 1968, but it died in committee (oddly, it didn't get lots of support from labor groups.) A less prescriptive version was introduced by President Nixon, and passed in 1970.]
